also, u meant to say this is tobi. u know cause tobi/madara is not obito (anyone who thinks he is is just plain dumb)

and there is a NPC like kaza said, u would need SA approval to kill it but no body really gets it so...JUST WAIT AND BE PAITIENT!!!!

There is an NPC, but it's off limits to anyone unless an SA summons it.
