Uh , Pein isn't the only clan in-game and it would be better to fix the bugs of some other clans before proceeding to improve them.

1- That would just be over-powered , even if it had a 1 hour cool-down , you shouldn't be able to kill everyone in the village with one attack , plus the Instant teleportation verb can make you avoid that move if used.

2- Make an Uchiha and use Sharingan , you copy all your opponents jutsus and keep your stats , better than making it that complex.

I think the Pein clan could be improved by alot 

1.Shinra tensei should be a whole village meteor showers like a one time an hour whole village shower or metors to come kill everyone whos outside dat be epic.

2.We Should Be Able to make dopple gangers of people clones. And then be able to go into their body and then their stats will be replaced by ours but we can use any of their jutsus and after that we can go back into our own body if the clone gets killed while we are in it
