Well as we know the kage is suppose to be the leader of vilage but as you know now we have People who protect their village without a kage and call themselves the village owners

Snow:No kage,But gen owns that bitch
Rain:No kage,Own by Naruka
Mist:Kage:shin,Owned by shin
Leaf:Idk really,Own by shin and Naruka
