Well, seeing as not a lot of the new players come on the forums at all. I was thinking maybe integrating the village rules into the game through file2text and text2file respectively and allowing the Kage's to edit there village rules when need be. I'm pretty sure you know how to do this Ghost based on the AdminNotes but I could be wrong in how you did them.
