they are aloud to enter leaf, you just gotta walk there like itachi, haku, and zabuza did

2 thins i have to say bout mission nins in the show some missining nins went to rain we never saw any missing nins for to waterfall sowhy cant you chage the village that mission nins go to from waterfall to rain

and also in show missiing nins were allowed to enter villages(zazbuza went inside of mist haku went inside of mist also ittachi although h joined akat he was considered a missing nin and he went inside of leaf) so missing nin should be allowed to enter village
