What is the star supposed to do? Take back all of it's chakra when you leave the village? Rofl.. I highly doubt it can do that, and besides who cares if the Sound lose Curse Seal or Akat lose stolen demons (I think).. Thats the organization taking it back since those are things restricted only to those organizations or villages. Now the star, anyone could easily really train under the star and abandon the village, there is nothing against it and if you have a problem with that deal with it yourself, protect the star from people who you suspect just want the jutsus and then want to leave.
cant really start train but you get the boost and she never really left star village so you cant take her as a exmp. it's more like if you learn something you don't forget it.. or at lest i know i wouldn't if it was stuff like that

i am hoshikage and i feel that only star nin should be abel to use star jutsu it gets anoying to see non star nin like sound sound 5 and akat running around using star jutsu just as you los curse seal and dark chidroi when you leave sound or sound 5 you should lose star jutsu and starboost when you leave star
