I think that no homings might be a bit of a problem. I think that there should be a clan where they use like 2 homings. But they should be like 1/2 dmg compeared to a non homing jutsu.
new techniques, non-homing techniques, better overlays, more realistic damages, learned at proper times and according to level and stats, taught by Npc senseis but not click to learn technique training. learnin a tech will take a hot minute but once u get it look the f*** out.
