well for Seven swordsmen , we would need to know the 7 swords of the swordsmen .

We already know Kubikiri Hch (Zabuza) and the Samehada (Kisame) and Raigas double swords of lightning , so 4 left.

about Uchiha Police Force , I think anyone could join , but he must be higher than jounin and lower than sannin (Which is the ANBU Ranks) and he dosent really need to be an Uchiha , you could go talk to someone who could give you some req to meet like , 10k chakra , 20k health and 10k nin , tai , gen. then you could talk to him and you get into the UPF . There should be a 10 or 20 members limit

and for the 12 guards of the land of fire...we dont really know anything about them . There gurads but cant ninjas work as guard too . They must have a secret objective that we dont know yet . Lets just wait and see what the story uncovers about them

Once you finish your missions you cant remain anbu your automaticly sannin so what the point.

Also to join uchiha police force,its just a group of anbu and u need to start out as Uchiha and u need to b a leaf nin

for seven ninja swordsmen you need to start in mist and in mist it only has like 1 clan which is kaguya and ghost needs  to add more clans like reiga and/or weapons with special attacks like the chakra absorbing or lightning or hidden mist which would prolly require alot of coding

like rhan i was gonna suggest a uchiha police force.
i also was thinking of some of the other organizations in naruto not only do we have sound, akatsuki, and S5, but there are other things like:
seven swordsmen of the mist
12 guard ninja of the land of fire ( asuma wears the sash symbolizing it)
and again the uchiha police force

this would attract more players( along with me spamming my ass off on random games xDD)
and villages would be more popular
